What are theTiny green bugs casting a web and eating my plants

Hello fellow mylot gardeners. I have a problem. There are little green bugs that are shaped sort of like a beatle eating my garden all up, especially the roses. They are casting a web around the plants and in the grass. I sprayed them with Ortho, yet they still live. Some of them did die off, but I notice today there are some still creating havoc in my garden. They are about the size of an aphid, so I wonder if they are aphids. I don't know, I just need them to be vanquished from my yard for ever. I did lay some Sevin down around the plants, but I don't believe it will affect the ones that are already on the plants, especially the climbing roses because they are so high off the ground.
How do I deal with these pests?
Also, there is some critter that is eating the tree next door (fine with me, that tree is bothersome because it blocks out the light from my yard during the morning). Bits of small limbs are ending up in my yard. I notice some kind of green bug that is hard and very attached to the leaves of the Maple, quite a different bug than the ones that have plagued my yard thus far. They are larger than the little green ones on my plants. I have not seen these on my plants yet, except when a small limb falls onto them. Will these bugs affect my garden too?

Let's start with the tree trouble, This the year for the cicadas could that be what you are seeing?
The little green bugs on your Roses sound to me like aphids. I mix a spray that works but it is restricted use pesticide.

btw-they aren't cicadas. These bugs are hard, about the size of a half a bb, and cannot be moved from the leaf. They are green. Trying to find a pic of them, but I really have to leave. I should have been in the car already, and I still have to get dressed.
