what is the proper way of ordering for a gig in fiverr?

I wanna order a gig that says "i will turn your color photo into a comic book for $5"...i already contacted the seller but he said that i need to order for this gig before he deliver the gig that i want. when i clicked the "Order Now" button, Fiverr will deduct $5 from my paypal. SO i wanna ask this question: 1. if fiverr deducts $5 from my paypal, does it automatically goes to the seller even if the gig I ordered is not yet delivered to me??? pls answer my question, i really need this information.
