Shirts are not optional!!!!!

I live in a relatively small town, but that does not excuse people from common decency. In the store today (well, actually at the bank part in the grocery store), was a guy, full of tattoos, with a beer belly and no shirt on. No one from the bank or the store said anything to him. Quite frankly, when I am at the store, or the bank or 90% of places public I do not want to see some pasty white, farmer tanned arms with a beer belly of a guy without his shirt on. Places where it MAY be acceptable to not wear a shirt: 1) the basketball court 2) the pool (and even that should be tempered with the idea do other people really want to see your beer belly) 3) your own backyard 4) your own house What are everyone else's thoughts on this matter?
