Hi mylotters, I want to know that can we transfer money from our paypal account to someone's paypal account in India as i want to buy an item from an individual person and am thinking of paying him through paypal. And also have paypal implemented the rule of transferring funds you get from some site within 7 days of receiveng the payment.

You may not allowed to transfer you paypal balance to another account. As per new rule, your balance can be transferred only to your bank account. For any other transfer paypal will take money from your linked credit card. You can't use your paypal balance.

so it means no matter how much your balance in your paypal you can't transfer that fund to another paypal account? you can only transfer fund by using your credit card or bank account to another paypal user?? a secure way??
