Do Pedicures Hurt?

The other day I went to have my eyebrows waxed and while waiting I watched some ladies getting a pedicure done. It reminded me that my Granny is forever telling me that I need to get one of them because my feet are rather calloused. But, while I was watching these ladies the person doing the pedicure picked up a medal thing out of her case and proceeded to scrape the bottom of the woman's foot! I was horrified... and now I'm afraid to get a pedicure done. Does this hurt? Normally eyebrow waxing does not hurt me, but the past two times have been painful. But the very last time it was so worth it, because my eyebrows look really nice. Is it like that with a pedicure, it might hurt, but be worth it? I need to be able to walk out of the place without wincing in pain. I also want to add that I'm aware of fungal issues in nail salons, though this place seemed very clean and the people that were clients there seem like the type that would sue to high heaven if they had a fungus from the place. So it seems safe enough.
