Does women are too concerned about their clothes?

Mainly the teen aged girls are seen to wear short clothes mainly in the street, does it is good for other old aged women to tolerate such scene when the teen agers expose most of their body parts.

Well what do you expect the older women to do? Go jump the teenagers or something? Personally, I do not care what people wear. No matter how little a person wears, it is still more than what they were born with.
