oK PAY Debit card is it Legit?

Today i was doing some search ,about the okpay debit card.While doing so i come on a few forum saying it a scam,and when they pay for the card they never get it.
So i could like to know if any one here have that problem ,getting a card their.
My account has been verify,and now i want to apply for the card an it cost 15 dollars.
I have seen donkey mail,and some other ptc site using the site.So am thinking that it's it legit.
So is it?

I think site is legit and will provide you your card.
But from my point of view the card transaction charges is very high.

Honestly,i haven't heard of it any earlier.But,you are true about OkPay being one of the payment modes at donkeymails.I am not sure about it because i always prefer paypal.Hope you get what you're looking for.Cheers,..
