There are two words which sound the same but mean different things.
Councillor: A member of a council (usually a local government council)
Counsellor: Someone who gives advice (counsel) to others. In American English, this is sometimes spelled with one 'l'.
Both are related to the French 'conseil', originally from the Latin 'concillium'. 'Counsel' comes directly from the French (as is shown by the 's' spelling) but 'council' has retained the 'c' spelling because Latin was used in official documents.
Another word which comes from the same root is 'Consult' (meaning 'to take counsel').
