Beyond having a really interesting world with many interesting building, structures, and other things to look at and interact with, you should make sure if YOU really want everyone to want to play on your server. Keep in mind, even though it's not hard to run a minecraft server on your pc you likely do not have the hardware necessary to have more than a handfull of active users on your server. If you have your minecraft server running on a server (not just your pc) then you'll want to make your world as interesting as possible. I would suggest taking a look around the internet for people sharing their interesting worlds! They'll offer a download of their already interesting world. Then you can take that world, make it more interesting or more personal and attract the masses to your server via minecraft community forums.

the map has to be great for users to want to play. also a good promotion on social sites like facebook can help
