why people doing government jobs become irritated?

friends i dont know why peoples working in government sectors become irritated...is it because of the frustation of the work or something else.?
what your thoughts about this?

It wrong rather they irritate the people for whom they need to work, as far i i concern i never seen a government employee in any kind of frsutration it also that thye use to frustrate us.
They seems that they are the boss, even a clerk think his post is very prestigious and he must get hounered.

ya you are right they are not frustated they mainly frustate us mainly in our country,for examples guards of my college think they are the director,we mainly do reservations via internet but if you go to the reservation counter you can see they are frustated and make you frustated ,and the best example is police stations of our country.you cant do anything without giving them some money even for the small things like if you lost your simcard and you are going to make a complain out there even for this they charge you 100 or 200rs for that.
