enrolling a child into high school

My husband and I just found out a year ago he had another son that he was never informed of, this child is 18 years old and has been living with us for the last month now. He has not been in school since 2009 when the man he was living with took homout of school and said he was home schooling him, once he moved to his mothers house in CA he started online classes. Now that he is living with us we are trying to enoroll him into the local high school, but we need to get official transcripts for him to attend. That is our problem, I have contacted the last high school he had atteneded and they had informed me that he didnt even complete the 9th grade year and that with there exprience the person he was living with probably didnt keep any records on his home schooling. And then I contacted the online school that he was doin and he has completed classes on there but they can not send me his transcripts until someone pays the 325.00 that is owed to bring the account current.But his mother who enrolled him wont pay it and said that it would be a waste of time. So He has missed out on all the milestones of goin to high school and now has a chance to attend one. But we are being hindered because of transcripts he is supposed to be a senior this year but we have figured that maybe we could enroll him as a junior and go from there. What are your thoughts on this and what do you think we should do?

Being the age of 18 and going to high school is kind of hard he would be the oldest kid there and out of place. The only way to get all this handeled is to pay for the transcripts and then place him in an adult high school class maybe in a college around your town. I would call some colleges and see if they offer GED classes to get a diploma or something at least. That is going to be the easiest and best thing for all of you to do.
