Why Adsense not allowed PTC sites for advertising ?!

Hello Friends
Since a long I was trying for adsense for my blog. But every time I got the disapproval. But finally today I got the approval from them.
So till now I wasn't aware with much info about adsense. But surely I would like to know many things about it from you.
Now the first thing. I heard that if you having google adsense on your blog or site you can not advertise that blog or site on ptc sites. I mean its not allowed by google adsense. Is it correct?! 
If yes then why they aren't allowing it. I mean asking to clicking ads is banned in all(and it is fair too). But in this case we aren't telling people to click a single ad. And I don't know whether adsense is giving earning as per views of your site. Is it?
Well I would also like to know what should I do or what should I not for maintaining good adsense account. :)
