Are high-stakes tests fair?

In my opinion, end of the year exams shouldn't be given to determine whether or not you pass a test. Some people are bad test takers and freeze during tests. If someone is getting A's in all their classes, why should they fail just because they did bad on one test? End of the year exams are STRESSFUL and taking one after another is tiring and drains the mind. Also, students who do bad in school and never do their work, but happen to be good takers end up passing, and the student who did all their work and paid attention gets the short end of the stick because they are bad test takers. Do you think high-stakes exams are fair?
