How to create a task?

I'm trying to promote a blog and want to do it by creating a task here. I think it's effective way to make some task here to further get some traffic in our blog/site. I have many questions starting from creating a task how do you create it? then about the reward will they get it from our earnings? Lastly, I noticed that some are using their referral links so is it ok to get referrals in a task?
