What's on a Stick - Is this really reliable for our safety?

A pleasant day fellow mylotters,
Just a quick one, I am really wondering how a piece of stick can inspect and check someones bag and luggage. As I noticed, some government offices uses only a piece of stick in checking the bags while entering the premises. Thus, we all know that those stick is not even made of a special detector. And not only that, those sticks being used as a gadget for inspection whenever you are entering a business establishments is not really reliable for our safety.

I can get that airport security can use swabs to detect chemical traces on luggage,and they might use a stick to hold the swab and prevent it being contaminated by the user..but what are these people doing with a regular stick? Poking the bags to see if something is alive in there? looking for squishy items? I dunno what that's about..
