If Wikipedia is accurate, you can't.
"H-4 visa holders are not eligible to get a Social Security Number and cannot be employed" and "They are not authorized to work in the United States, though they are allowed to study."

I have a Social Security number, I was an L2 visa holder last year but was converted to H4.I read some blogs about this and saw that I can start a business but can spend the money for my own good.
I hope I can find someone who has the same status with me.

Is there something like the UK's CAB over there? That's the Citizen's Advice Bureau: they're neutral and knowledgeable, so they'd be able to answer this sort of question or research it for you.
