Why are some people criticized the culture of other people?

I have just mention this topic because not all people commenting here are from the same race and culture.Why do someone criticized a culture from other race,so was the opinionated one,was also downplayed by the other person?This is simply very practical opinion because some people does it as if it were very natural in their own ways of living.The people in the Western world critcizes people from Asia or the Arab world because of its very strict clothing appearance due to the fact that their women of Western world wore trendy and sexy dresses which I thought are tried by our women here with some renovation to please the cultural concept.
