hmmm...i'm not a gardener nor a florist, i cant help you. but i think there should be not a problem whether you plant them while they are blooming or not

Yes but then the blooms will not last as long and fall off but they will be back next year i love flowers my whole yard is full of them well good luck make sure to water because they might go into shock okay. And maybe some plant food to help root regrowth if you break any in separating them maybe Miracle Gro that is great stuff..
