Question regarding to iCloud

Here is my question, if you don't pay any extra fee to iCloud the online storage service from Apple, you simply only have 5G of storage space? What if you over store that limit, would they automatically charge you or send you a bill that telling you are over the limit? I recently got an Ipad 2, I just wonder if the photo I synced from iTune to my Ipad 2 would be stored in iCloud or not? So, if I don't have other Apple device, like iPhone or iMac, I couldn't access iCloud with other laptop?

iCloud is an Apple only thing. It cannot be accessed form any laptop. Only Macs. And yes, you only get 5 gigs and you would have to pay for more. iCloud will store all your pictures and will be accessible from an iPad or any Mac device.
