compulsary envelope

This afternoon, I went to our city hall to secure a police clearance. To my pleasant surprise, there were only a handful of applicants so I was able to get the clearance within minutes. However, when my name was called, I was immediately asked by the teller to give an extra 5 bucks for an envelope. I mean, this clearance can be released without that envelope anyway, so why should they make it compulsary to pay for that piece of trash? This may be a source of their extra income much to the dismay of applicants like me. I hope this kind of activities should be banned.

You may want to report this transaction to the Office of the Ombudsman if you are in the Philippines. There should be an office in every government agency.

Hello stuckonu, I think I know what you mean. I can remember paying something for an envelope before. But it was not compulsory that time, I have the option to get it or not, but most of the time the people would get it because they don't want their clearance to be wet or to be damage, so they would rather buy the envelope. I know this is a way for them to earn something extra but it should be stopped.

5 bucks for an envelope? Did you ask what's the envelope for? Baka gusto nila maTV patrol? (Do they want that they be reported on TV for that?)
