SMILEY how can i have it?

i keep on seeing a very beautiful smileys all over the discussions.And i can't use some of it. i try to figure it out from all FAQ but i didn't find any? is there anything please help. When i tried one time it says that i need to have 200 on my side to use them. but when i arrived at 200 i don't know how to use. Is there any location where i could get any of it. this are the 3 smiley i know to use.,,. HELP! i love to use them...
