Drug smugglers and death sentences?

Why does the drug smugglers get executed in China? What about the rapists, murderers etc...I'm astonished by the strict laws. South Africa is the only country that does'nt implement the death sentence-as yet...It is sad knowing Janice Linden was on death row for three years and was executed yesterday after her family only had a chance to see her for half an hour beforehand. It's so unfair!
