can you help on payper acc opening.......

Pls i really need help on payper acc opening. My country is not on the payper list of country. but i still need payper acc. what do you think i must do. for i know that they are people over hear that do use payper. i need your help.

I assume that you mean PayPal.
Residents of Kuwait can use PayPal to receive and send money but money can ONLY be withdrawn to a US bank account. See the list here: http://www.mylot.com/o/ppcountry.aspx and PayPal's own list here: http://www.paypal.com/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside
In other words, you can open a PayPal account, receive money in it and make payments to other PayPal users from any balance you have in PayPal but, unless you have a US bank account (which you will probably not find at all easy to obtain: at the very least, you will need to have a considerable amount of dollars to deposit before you can open one), you will not be able to transfer your PayPal balance to a bank.
