Are we licensed to create nuisance?

Often we used to see the people discarding waste food at Bus stations and Railway stations etc., even dustbins arranged there. All smokers, more so the very young, smoke in "public" places, as if there is no tomorrow. Children, women, the elders and the sick, who might be very near the smokers, bear it all in silene. It is miserable to see hundreds of citizens spit happily on "public " roads forgetting their duty to maintain cleanliness. Why are we so insensitive about "public" matters? What is there in human nature that makes each of us have one value for ourselves and another for the "public" matters? Why are we so selfish and so heartless? Are we licensed to create nuisance?

That's in their blood, no one learn them a good habit, that is the different between "sanskruti". In some country child learn good habit form childhood and follow it forever.

True Specially in our country Ashvin, People has to learn there basic rules to live.

correct. public should be a responsible citizen first. i keep chocolate wrapper in my pocket if i do not get dustbin. several keep their homes and surroundings very filthy and unhygienic. this may be lack of facilities and public awareness. once public education is launched and facilities are provided, then strict rules can be framed and implemented strictly.
