i applied for adsense and the responds was that i have insufficient content even with 20 post on blogger, please how many post do i need to write and when can i reapply for adsense.

Even if your blog already contains 20 or 30 post but not an original one it will only be rejected. Try to come up with original content. It's not so necessary to have that much traffic. Just come up with a good and original blog then I am sure you your application will be approved.
