Hey srik11 It is mandatory to have PAN - permanent account numberto create a Paypal account for INDIAN. This mandatory is imposed by RBI - reseve bank of INDIA so nither paypal and nor anybody else can help you. There is need of PAN card to register on Paypal. I tell you that you must apply for pan by filling simple form either you can do by income tax office or by some agent or through online form filling. Choose any one an i think within 2 months or even lesser than that (max period) you will get you pan. I can suggest you a thing if you can't have pan and can't apply for then either use other's pan of you family member by telling him about the things and get paypal account.

No my friend.. I suggest you first apply for a PAN card and once that is done ( mine took 15 days if I remember right ) you can apply for the paypal account.. You need to enter your Pan no, the purpose for openng your paypal account ( in your case earning from online writing) , and then you have to verify your bank account as for Indians there is an auto withdrawal feature directly into our bank account when the money comes to your paypal account and finally if you have a credit card you can verify it too to remove any limit restrictions on your paypal account. Cheers
