How do you make your own theme in chrome?

Hello! I needed some help with exploring my google+. it is my first time to make an account in gmail and explore its features. I stumbled upon a feature here in themes for your google chrome and I would like to try publishing one. is it easy? I would like to make a custom for me. :) is it possible? I just cant seem to find something I like so I wanted to try that. Thank you!

Almost everything about Chrome, i.e. the apps, themes, games are coded using HTML5. So you need to know the language. I don't know if there's a direct method for making a theme.
