How to report a scammer

Hello, i am selling a scarf on the ebay. The seller sent by mail without tracking number then the items got lost but he didnt pay for it and make me loss a big amount of money. Can anyone suggest where to report it? his name was Muhammed B Khatri. Please don't worked for this guy in any place he's offering you a good job of selling on eBay. i found him on Freelancer.com. He's a scammer.

Report him to Freelancer AND to eBay. Explain the situation clearly (step by step, not in one big chunk of text - as you've seen here, that confuses people).
They may be able to help, they may not. Either way, they'll be warned of the individual's activities.

Sorry, I am a little confused. You said you are selling, and then you continued saying 'the seller (Muhammed B Khatri) sent the item'.....Am I right in understanding that you listed scarf on ebay that you don't stock, but to be sent directly from your supplier???
That is a risky business. Do you have an agreement with him or something? May be you can go to consumer court, but then I am not sure if you will be counted as consumer, if it is a business transaction.

Hello, sorry for the confusion. I met him on Freelancer.com. He asked me to sell a scarf on Ebay. I sell it and paid him by Moneybookers. The scarf got lost when it was shipped. The thing is now he is not paying me back my money as the scarf have not reached the buyer. You can see i'm a middle person in this case. I was the one who have to pay for the scarf to the buyer as the buyer have asked for a refund. Even though i have the receipt provided by the "Scammer seller". He even blocked me on Skype so that he can get away from paying me. He can't even pay me $25 that is not even half of the price.
