Why do women get embarrassed being seen in their underwear?

I don't get it!
Why do women get embarrassed or shy away when they are seen in their underwear (Bikini set) but not when in beaches?
What's the difference?

Is that so? I am not very conscious of my own body.
So I never really don't get the shying away part I see in animations where the girls shouts when being seen accidentally by guys. ^^;

In the beach every woman practically wearing bikini, so it is just a norm to wear underwear for a woman, nothing to feel embarass at all; while on the street, if you are the only one wearing bikini, it is a totally different story, everyone will stare at you like an alien just landed in their town, it sure will make a woman embarassed one way or another, unless you are in for the attention and publicity like some actresses. It is just normal woman reaction to uninvited public prying eyes.

How about not in the street? I mean what if the girl is in the locker room. What's the difference in being seen in beaches by the many in being seen in bikini in a locker room by one or two?

I don't know about you, but my mother taught me that it was shameful for a lady to be seen in her underclothes by anyone except her immediate family. By the time I was nearing puberty, my father and brothers became part of those who were not allowed to see joe in any condition except fully clothed. It's called modesty, something that today's girls sadly lack= As to the bikini swim suit, I consider them immodest in any place.

I know modesty. I love to wrap myself with blankets than the commercialized clothes nowadays.
The the thing is...I just notice that being seen in bikini in beaches doesn't bother most girls anymore, but why would they be bothered when seen in underwear even just accidentally? Is it still their modesty taking over? I don't get the difference of being in bikini in the beach from being in bikini in a locker room if they aren't shy anymore in being seen by the many in the beach.

I just don't get the reaction of certain women who shouts whenever they are seen by anyone...of course not in public occasions like going to church...I mean just accidentally being seen. What's the difference of bikini in the beach and being seen in bikini accidentally?
