Disability. drugs, begging aggressively

I went out to eat this morning. There is this guy who is always there from 6am-12pm or later begging for money to get his next fix after blowing his entire disability check on drugs. This morning he asked me several times for more than $1 so he can get more than enough for the day to get his daily drugs. That to me is sad and a waste when others really need benefits but get turned down. This guy really does not need money from the government when he uses the money for drugs. This guy begs demanding from everyone before they go into work every single day. He needs to also be arrested for being extremely aggressive for others hard earned money for illegal activities daily. Take his money away since he uses it for drugs! He does not need it since he begs daily for his daily fix to kill himself!
