How to create a design in web page

I want to make a design in web page. but i don't work it. please try to make me skillful to this work by giving some suggestions...

Use joomla, It's an open source. You can buy a joomla book. Within a month you will skill to design a good website. Or do the serach here in mylot to find templates for your website.

Have you tried browsing different websites and picking out those designs that you like? I suggest you begin there.
If you got a collection of those, designing your webpage to your liking will just come to you. That's what I call "Inspiration."
