A phone number for animals in need.

In the netherlands they have since 2 months a special number for animals. The number is 144, it is for animals who are in need, people can call it for example when they see a horse that bleed or a dog that do not have a owner. Do you think it will work that really much animals get helped or that people always calling if there is no need only that it is cold? I think it works because i know it cost much money and most of the time people only call the number because they see little ducks that born in the winter. But sometime it helps to get people in jail when the abuse a animal. To be clear, my question is; Do you think a number for animals in need will help much?
