I have no idea what you mean by "5W + 1H". There's an art to writing headlines that is far too complex to detail here (there are plenty of good guides around) but, in general, you want to say something catchy: a question, a dramatic statement, something that piques curiosity. For example, it's better to say "Bag of crisps saves man's life" than "Man decides to buy a bag of crisps and avoids traffic accident". The conclusion cannot go in the first paragraph: it's a conclusion. I think you mean the summary: stating the main point(s) you'll cover so that people are pulled in (the "hook", as they call it) and want to read the rest. The conclusion goes at the end, as always. The paragraphs between the first and last (there can be any number) should be short - usually 2-4 sentences - and the sentences should be sharp, to the point and clear. Waffling and filling out with fluff is bad. News needs to be clear, to the point and precise. Hope it helps.
