Which Option?

I've spent most of my life underweight, through no fault of eating disorders or incorrect diet. I simply could not put on weight.
Recently, I've gone from an average of 8 stone, right up to 9 stone. Now I've got a dilemma. I do understand that it is a healthy weight for my size, and am pleased with this.
At this moment in time, I only have 2 pairs of trousers that actually fit anymore, both jeans. My problem is that I simply can't afford to buy new trousers. I can't afford to heat my house let alone buy new clothes, where does that leave me? At losing weight. I know it would be frowned upon and family have asked me not to lose weight but I'm out of clothes.
I guess at this point I'm just venting.
What I'd like to know is, can I tone up, staying around the same weight that I am now in order to fit the clothes that I own. Is that possible? The previous paragraphs are just describing the situation so I really would prefer the question in this paragraph be answered informatively rather than have someone have a go at me for supposedly wanting to lose weight when I'm not overweight as that's not the issue in question.
