Should Captains be punished more for slow over-rate?

hi friends.just wondering. if any stat geek out there, let me know which captain was asked to sit out the most because of slow over rate in previous matches. let me recall.Dhoni was rested during on the series earlier because he bowled the overs slow and twice this tour,he did the same mistake again. the umpires fines 40% of his match fee (negligible comparing his ads and IPL revenue ) and one match ban but he is intent on doing it again and again. so should umpires look other means to punish captains rather than fines and match ban? because this one doesn't seams to work

surely match fee is not at all a problem for Dhoni.. and As he is implementing rotation policy, one match ban will also not become a problem, because he will consider it as a rest as part of rotation policy. So umpires need to find some other good way to overcome this issue.

I think the whole team should be punished for this cause. Because the bowlers are main culprit of slow over rate. The captain should make his decisions quickly so as the bowler also have to bowl as quick as he can.

Let me tell you one thing , not only the captain ,but also all the players had the responsibility for over rate, That include the Batting players too. During the match vs Aus, the Australian players wasted a loot of time. They were drinking water 1-2 times in an over, and asking for a new bat after the 12th man comes to the ground with water, etc...This is just an example. According to me, The match Referee should have a good look at the batsmen also, If they are taking a long time, then they should also be punished. if the batsman wasted a lot of time the fielding team can't be punished...

Since cpatain is the leader and under his guidance bowler bolws or say he is responsible for the total over to be get completed in time. He there for must use his bowlers in such way that he should finish 50 overs or so in the allted time. As time excedds this waste not only public's time but also need to the revision of match and for rest or the time after the match get more is not good for all, or in middle get clutters or get short it not much good for oppostion. So there is need for a punish ment so that captain do well to have the overs completion in time. Well i don't think there is other effective way of punishing the cpatian found guilty of slow overrate. Ban might not important but it a way to do punish. Ihough money is not important here for most ofplayers but few might matter as those like of weak team capatains. I have no other suggestion for punishment might other mylotter will give the suggestion

i my point of view i don't think only one captain should get punishment for slow over rate during a match.because we see that there is also some involvement of batting team also for slow over rate.and it is very unfortunate that dhoni is getting punishment for slow over rate again and again.and banning captains for slow over rate is not the solution of this problem in my view.
