Can we make our air pollution in Manila be addressed?

Air pollution in the main streets of the city is very dangerous to all concern.It just made all days long of going to shop and walking very unhealthy to anyone who could inhale the polluted air from vehicle fumes.This problem was never address properly so that smoke belching vehicles could be penalized with a larger amount so they would make their vehicles be given proper ways of reconditioning to avoid another penalty of smoke belching.The problem is there are many laws to violators yet authorities are blind to the clamors of the people that,when there are serious problems that occurs that is the time they pass another law against it.Why pass another law that the problem is the implementation of existing laws?They just need some numerous complains that they tend to do their proper job.
