Crazy Government System!!

I went to our city hall to give a letter as a requirement of business permit renewal. Anyways, as I passed the letter, the person in charge told me that I don't need to submit a letter since our business is this certain type of business. I told her that her superior told me to do it so accepted my letter. Then I went to the finance billing counter to ask something regarding a refund. The teller told me to go downstairs to ask someone in the PCSO office. So I went there but the person there told me to go upstairs in the treasurer's office since they don't handle refund issues. So I went to the Treasurer's office (I don't know why they called it an office by the way since it was only a table), the person sitting behind the table directed me to a person on the other side of the office. Then I waited for 30 minutes before the person in the other side of the office told me to go to the mapping section of the finance office. I went there and I realized that the first person I asked was just across the person I really need to go! Our government system is so crazy that you need to go around the whole building before your simple question is answered! Grrrrr! I really wanted to shout at that time!!!
