what does democracy and bearocracy mean?

i have heard a lot about these words recently and im not american but i know that americans are very familiar with them. just wondering if anyone can explain what they mean?thanks

A democracy is a form of government where majority rules is the basis for governing. Officials in government are elected by the people with a popular vote. Some argue that because the office of President of the United States is decided by electoral vote, it is a broken democracy. The electoral college has votes from each state, but they are not the same. Large population density states, like New York and California for example have more electoral votes than say Idaho or Montana. In the election of 2000 for example, George Bush had more electoral votes (271) and he even won more states (30), but Al Gore had more voters on his side. A bureaucracy can mean several different things, but it is not necessarily a form of government, although government can be called a bureaucracy because of the hassles people have to go through to get things done. Often times it's a term applied when people feel elected officials are doing more of a "who knows who" job than actually following the will of the people. A bureaucracy can also be a body of non-elected officials that are part of the government. They can serve as a policy making group, but they are not elected by the people.

American is a democracy only in that we have universal suffrage, vote. Actually, the American form of government is a Republic. Where representatives of the people are elected to govern on behalf of the people themselves. Bureauracracy means the gobs and gobs of 'assistants' that are needed to carry out the laws and regulations that are generated by the elected officals in Congress, a bureau is a sort of governing body in and of itself, a 'department of....' which is put together to do the actual 'work' of implimenting the laws.
