I like using Paint tool Sai with Adobe photoshop for adding effects. It's best use with a graphic tablet too. But if you could only use mouse, I recommend the latter software and use the Pen Tool there.

You can start digital drawing with any tool. What do you hope to achieve and how much do you expect to spend? With a simple computer and the MS Paint, I have seen people create wonderful pictures which can take extremely long loving efforts to create. You can search youtube for "speed drawing MS PAINT" and be amazed. If you are RICH, try getting the Wacom Cintiq. I would love to have that, but the price would kill me. Photostop too, will be nice, but expensive. You could try the Elements edition. I think the minimum you should have is a pen-tablet (not the computer but the accessory). It would be easier to draw with a pen than using the mouse. On the software side, you could try a whole range of free ones if budget is a constraint: GIMP, Artweaver, etc. Some pen-tablets come bundled with drawing programs as well. Have fun in your drawing adventure!!!

Thanks for all those valuable information. The first thing I have to do is to get a tablet for drawing.

Did you mean by online drawing actually a digital drawing? For drawing i usually use GIMP, because it's free... i also interested in mypaint http://mypaint.intilinux.com/ but i don't really explore this program... but if you mean online drawing is where you draw on a website then i don't really know because i never done that before.

Photoshop is the best (Now they have Photoshop CS6 and it's coming soon) I used Wacom Intuous 4 with Photoshop Elements 9 to draw. But a Wacom Cintiq is even better if you're rich. So stick with Wacom Intuous 4 because of the pressure sensitivity. But having a Intuos 4 for me is difficult to sketch properly and I have to draw on paper first before scanning and coloring digitally in Photoshop.
