Why is 'tough love' always tough?

At which point in a relationship is the need to use concept of 'tough love' applicable? Why is 'tough love' always tough?

When I think of 'tough love' I think of parenting when you need to do what's best for your child even if the child is not cooperating. Tough love often includes tears and stress because there are life lessons being taught. Example: If a person isn't motivated to work and pay there way sometimes they must be forced into a situation where they could become self reliant. It can be a very difficult time for the person learning to be confident and independent. In the long run...the person will benefit from tough love...when they are able to succeed on their own. Sometimes the easiest way isn't the best way.

love means soft and affection and all the nice things, how come it is tough, i dont believe that love is tough , its the thing makes every other tough thing soft and sweet, i want to say its the nicest thing just like magic, but its not tough for sure
