Yes, no team is ever too good to stay in the top division forever. Even teams like Man united has played in the lower division way back in the 1980s. When teams think that they are good, they are only waiting for doom. Look at Portsmouth, they are resigned to playing in a lower division from next season. With so many problems in their management and squad, players have simply given up. Leeds, Nottingham forest are perfect examples too, they are past EPL champions and yet they are playing in Championship now.

Leeds, Sheffield Wednesday, Nottingham Forest, these are some of the famous clubs which has fallen from the perch. Like you have said, if they does not have what it takes to survive in the highest level, then they will have to fade off. But I would like to see them back in the top flight one day.

I've recognized some of them, too.
I think usually those are teams that have been promoted and relegated from season to season. They find difficulties to keep their performances on the top league. Money, good players, good coach, and good management. I think those are the factors behind all this.
