What do I do when in company with bad people?

Recently, at our company happen much small but very annoying.
For example: yesterday, I called 24 boxed lunch for all employees, but ultimately, one of my colleagues have no part, while the delivery has them all. Today, the situation repeated again. Having someone had hidden a portion of rice!
A lunch box is not worth much money but caused resentment, distrust among employees. This really makes me very sad and depressed.

why does the other people hidden the rice?
what's the special case him?necessary to get clearly and solve it,
if not,you will always worried this bad people to deal any other bad things at your eys sight

I don't know who did it. So, this is a problem. Other workers get angry about this. So, the company is in bad air.

Will they answer me the truth? No. they won't. they did it with calculation before. they don't care about responsible in this situation.

it sounds really stange as a company problem anyway you should be careful about your collegues in the future..they seemed not really trusted...
