referrals in GPT sites

I am trying my best to get some active referrals in my gpt sites. But no use. Getting referrals is difficult and in GPT getting active referrals is too difficult. I cant understand how people are getting active referrals in their sites. I think it would be good if mylot starts referral builders and referrals exchanges here. What do you say ?

I have around 430 referrals on another website. Honestly I got then through diligent spamming on Yahoo Answers! :) also try Linkreferral, where you exchange, view, and review other sites. It actually forces you to look and take the time to assess the site as they have a ranking system based on your reviews.
