North Korea launched a missile against all warning

Okay, you might already saw the news either from online, or from Television. That sounds like a threat when North Korea, a rogue nation test launched a missile up to the sky, although it was a failure. They won't stop, and they will continue such testing since it is the first one against all warning. There will be a second one no matter what. The question remains, should U.S. along other countries declare war on this country? Or what is the standing with China now? Since China is next to it.

North Korea did not launch a missile. It is probably a rocket which will bring a weather satellite. However, the most current news was, North Korea's rocket launch failed as expected by other countries. It was not a threat to some countries. Even though Philippines is threatened because of its failure and the debris might fall to the Philippines.
