There is comment box under the best responses, unless the owner disabled comments
for the video. But if he did, you can see that message under the video.
Have you logged in? Normally you should be able to comment if you are logged in with your youtube or gmail account.

Wow that was a nice explanation.
Now, I do not need to be scratching my head looking where to post.
There are many videos I like in youtube and wanted to give my comment but could not because of this problem.
This time, that would not be a problem anymore.

I rarely comment on videos, although positive comments can be very encouraging, so that's a good thing to do
