Get arrested for texting someone whilst you're walking!!!

I was reading the news on my phone before bed, astonished to find that a town in NJ, USA, has made it an offence to text on your mobile phone whilst walking, any attempt to do so will result in police arrest! Is it just me or is this way over the top?! Yes it's annoying when you're walking down the street and there is someone walking straight towards you who is so involved in their text message that they bump straight into you...but this to me seems a step too far. Texting whilst driving is understandably wrong, but walking? Does this mean that you have to stop walking, send a text, and walk on? Is this the first of its kind in the states or has this happened elsewhere?!

I don't text, but I have been run in to repeated, and made to fall down, by texting walkers. Once I had someone pushing a shopping cart and texting who rammed their shopping cart right into my back! Left a nasty bruise on me. If people are not going to be responsible on their own, I support laws that will MAKE them be responsible.

Do you really think it's worth spending valuable police time on arresting people who text whilst walking though? And not to mention the paperwork involved which is often time consuming?

Thats crazy i always txt and walk but, i am careful about it i never ran into anything or anyone while doing so. If its a crowded area i will wait to anwser a message till i am in a better area or i will just stop and anwser the message.
