What are the rules of a stop sign again?

This question comes to mind when I am at a four way stop sign. i stop and see that all the other cars on each side of me and in front of me are just sitting there. It took about 3 minutes when I finally had enough of this stand off and I start to ease my way up to show that I am going. Sure enough they all start to go and then I stop to let someone go and they all stop again. By this point I am already frustrated and I say screw it I step on the gas and i go praying that no one hits me. Has anyone experienced this? Or is it just me? It happens to me all the time. I have been driving since i was 16 years old and lets say I have been driving for a long time now. I have never misunderstood what a stop sign meant. I know that people take turns according to who was there first and that If everyone was there at the same time then the one on the right goes and so on so forth. I think that people are forgetting the rules of the road. There for I feel that people should have to take a driving test both written and out on the road at least every few years or so. Maybe there will be less accidents.

Its supposed to be whoever stops first 2nd 3rd etc. But then you always get one person who doesn't know the 4 way stop rule and you end up in what you called as the stand off which is annoying.

Yes I get stand offs all the time here. Its like several times a day and it is so irritating. I have gotten where I just go for it and if someone hits me I will just blame them for being brainless. Then you get those people who blow right through it. I have almost gotten hit because of those people.
