Are there some occasions when nosy neighbours should turn a blind eye?

Over the weekend in Britain there have been a number of complaints from neighbours about families filling their paddling pools using hose pipes. There is currently a hose pipe ban in Britain but the country is also experiencing a heat wave and these paddling pools are an excellent way to help children cool down. Should neighbours be turning a blind eye to the hose pipe use on this ocassion or should parents be fined the standard £1,000 for using a hose pipe during the ban no matter how well meaning they were being? What should be remembered is water companies earn billions of pounds a year and will profit from the fines. Is it right they should be benefiting from parents just trying to do their best for their children when the water companies are only imposing hose pipe bans because it is a cheaper option than upgrading the water systems so we do not have to have a ban in the first place?

They should totally turn a blind eye! it is one thing to unneccesarily was a car, it is another to have a bored, sick child because it's too freakin hot!
