in Wal-Mart about what kind of phone plans do they have with the various carriers and all. He kept on and on for a few minutes as I just wanted to pay for my phone card. But he was mentioning downloading some sort of software to a cell phone that he had that didn't have a number but worked on Wifi so anywhere there was Wifi he could use his phone. Has anyone heard of such a thing?

I think I have heard of this before but I am not sure. It sounds similar to what a cabbie was telling me not too long ago. Something to do with having wifi on his tablet but without having to switch networks, it's constant wifi. Not a plug in I don't think, I think it's a software or app.
