A girl 'Mahi' slept forever.

Who is accused for the life of Mahi(a 4 yrs girl),who lost her life in a tragic accident. On 20 june 2012 just after celebrating her 4th birth day she went out to play with her friend and accidently fell into a borewell at Kho village near Manesar(Gurgaon),India while playing with her friend.The rescue team arrived at the spot after 1 hour of fallen down. Yesterday(on 24th june 2012),the Rescuers pulled out 4 year-old Mahi dead from the 70 feet borewell,where she was trapped for the last four days. Now,the accident remarked a question,who is accused for the lost of life of the child? The District Administration,who couldn't give full effort toward rescue though that was a matter of life of a child they did delay.They shouldn't have to make such a delay..., The parents,how could they be so careless? and let the so small child to be play alone.. Or the Contractor or Owner,who digged the borewell and kept it so unsafely or without any precautions... Or the neighbourer,who might know or seen the digged borewell which kept so unsafely but didn't inform the district administration. This isn't the first time that happened in India,we and all indian are experienced with the same accident previous and the victim was a little child named 'Prince' but luckily he was saved. Don't you think? there should be taken some strict rules and regulations regarding the digging of illegal borewell and all this kind of task......
